Barsby was born in England on December 4, 1843. He was residing in Rockford (Winnebago County), Illinois when he enlisted and was mustered as a 2nd lieutenant on September 20, 1864. Barsby served about 10 months and was discharged on July 8, 1865.
The 146th Illinois Infantry was organized and mustered at Camp Butler, Illinois for 1 year on September 18, 1864. The unit was assigned to Illinois and provided guard duty.
Barsby died on December 22, 1931 at the age of 88 years. He is buried in the Fairmont Cemetery in Fairmont (Fillmore County), Nebraska. Barsby was a member of the Webb Post (#18) of the Grand Army of the Republic in Fairmont.
