Bell was born in 1847. A location and the exact date of birth could not be located. He enlisted in the regiment on April 4, 1865. He was mustered in the regiment on April 16, 1865 and served less than 1 month. He was discharged on May 8, 1865 at Camp Bradford (Baltimore), Maryland.

The 198th Ohio Infantry was organized at Camp Chase (Columbus), Ohio from April 17 and April 27, 1865. The unit was to serve for 1 year. The Civil War was in the final phase and the regiment was no longer needed. It was mustered out on May 8, 1865.

Bell died on June 8, 1930. He is buried in the Mount Hope Cemetery in Imperial (Chase County), Nebraska.
