Boggs was born in Pennsylvania on June 13, 1840. He enlisted and was mustered in the 124th Pennsylvania Infantry on August 13, 1862. Boggs was promoted to corporal on November 20, 1862. He was discharged on May 16, 1863 at Harrisburg. He enlisted as a sergeant in the 30th Pennsylvania Infantry on June 20, 1863. Boggs served with his 2nd unit until August 1, 1863. Boggs re-enlisted in the Union Army as a 2nd lieutenant as a member of the 203rd Pennsylvania Infantry and was promoted to 1st lieutenant on January 16, 1865. Boggs was wounded at Fort Fischer, North Carolina on January 15, 1865 and was discharged due to disability on May 30, 1865.
He died on February 17, 1933 at the age of 92 years. He is buried in the Greenwood Cemetery in Franklin (Franklin County), Nebraska.
