Fuller was born in Rensselar County, New York on September 9, 1845. He was residing in Monticello (Jones County), Iowa when he enlisted and was mustered in the regiment on September 23, 1861. Fuller served 10 months before being discharged on July 24, 1862 due to disability.
Fuller died on September 26, 1931 at the age of 86 years. He is buried in the Cowles Cemetery in Cowles (Webster County), Nebraska. Fuller was a member of the Garfield Post (#80) of the Grand Army of the Republic in Red Cloud, Nebraska.
