Locke was born in Ohio on December 20, 1847. He was living in Lewiston (Fulton County), Illinois when he enlisted in the regiment on October 7, 1861. Locke was mustered on December 20, 1861. He re-enlisted on December 31, 1863 and served about 3 years and 7 months. Locke was discharged on July 14, 1865.

The 11th Illinois Cavalry was organized and mustered at Peoria, Illinois on December 20, 1861. During Locke’s enlistment, the regiment was involved in the several major battles and campaigns. Some of them include:

Battle of Shiloh (TN) (April 6-7, 1862).

Siege of Corinth (MS) (April 29-May 30, 1862).

Battle of Corinth (MS) (October 3-4, 1862).

Meridian Campaign (MS) (February 3-March 2, 1864).

Locke died on September 28, 1934 at the age of 86 years. He is buried in the IOOF Cemetery in Stanton (Stanton County), Nebraska.
