McLoughan (also spelled McCoughan) was born in Quakertown (Hunterdon County), New Jersey on September 20, 1844. He enlisted in the regiment on August 9, 1861 and served about 14 months. McLoughan was discharged on October 26, 1862 and joined the 3rd United State Cavalry. Information relating to his enlistment and discharge dates was not available.
McLoughan died on April 17, 1930 at the age of 85 years. He is buried in the Elmwood Cemetery in St Paul (Howard County), Nebraska. McLoughan was a member of the Canby Post (#8) of the Grand Army of the Republic in St Paul.
