Neal was born in Sangamon County, Illinois on November 5, 1844. He was residing in Hillsboro (Montgomery County), Illinois when he enlisted in the regiment on May 5, 1864. Neal was mustered on June 11, 1864 and served until September 26, 1864.
The 143rd Illinois Infantry was organized and mustered at Mattoon for 100 days of service on June 11, 1864. The unit was assigned to duties in Tennessee and Arkansas and was mustered out on September 26, 1864.
Neal died on February 27, 1930 at the age of 85 years. He is buried in the Forest Lawn Cemetery in Omaha (Douglas County), Nebraska.
