Parks was born in Burlington (Des Moines County), Iowa in 1840. He was residing in Shirland (Winnebago County), Illinois when he enlisted in the regiment on November 20, 1861. Parks was mustered on November 27, 1861 and served a little over 8 months. He was discharged on August 8, 1862 in Chicago. Illinois Civil War records indicate that Parks enlisted for 3 years. The reason(s) for his discharge after only 8 months was not given.

Parks died on May 29, 1935 at the age of 85 years. He is buried in the Juniata Cemetery in Juniata (Adams County), Nebraska. Parks was a member of the Strickland Post (#13) of the Grand Army of the Republic in Hastings, Nebraska.
