Phillips was born on November 4, 1840. He was residing in Lake County, Indiana when he enlisted and mustered in the regiment on March 25, 1865. Phillips served a little over 4 months. He was discharged on August 4, 1865 at Dover, Delaware.
The 155th Indiana Infantry was organized at Indianapolis on April 18, 1865. The regiment was assigned to duties in Delaware and Maryland before being discharged on August 4, 1865.
Phillips died on November 7, 1931 at the age of 91 years. He is buried in the Fairview Cemetery in Cozad (Dawson County), Nebraska. Phillips was a member of the Lindsay Post (#205) of the Grand Army of the Republic in Cozad.
