Phelan was born in Petersburg (Menard County), Illinois on June 10, 1843. He was residing in Petersburg when he enlisted on July 11, 1862. Phelan was mustered on July 26, 1862 and served 3 months. He was discharged on October 29, 1862 at Chicago.
The 71st Illinois Infantry was organized at Camp Douglas (Chicago), Illinois for 3 months on July 26, 1862. It was assigned to guard duty on the Illinois Central Railroad.
Phelan died on February 14, 1930 at the age of 86 years. He is buried in the Tecumseh Cemetery in Tecumseh (Johnson County), Nebraska. Phelan was a member of the Little Phil Post (#270) of the Grand Army of the Republic in Tecumseh.
