Phelps (also spelled Philps/Phillips) was born in Illinois on February 24, 1848. He was residing in Hennepin (Putnam County), Illinois when he enlisted in the regiment on May 14, 1864. Phelps was mustered on June 1, 1864 and served until October 28, 1864. He was discharged at Peoria, Illinois.
The 139th Illinois Infantry was organized and mustered at Peoria, Illinois on June 1, 1864. The regiment was involved in action against General Sterling Price’s invasion of Missouri in 1864.
Phelps died on October 15, 1930 at the age of 82 years. He is buried in the Orleans Cemetery in Orleans (Harlan County), Nebraska. Phelps was a member of the Cody Post (#258) of the Grand Army of the Republic in Wallace, Nebraska.
