Phelps was born on July 4, 1846. He enlisted in the 129th Ohio Infantry on July 27, 1863 and was mustered on August 4, 1863. Phelps served about 7 months before he was discharged on March 5, 1864. Phelps re-enlisted in the Union Army on February 21, 1865. He enlisted as a substitute and served about 5 months. He was discharged on July 13, 1865 at Louisville, Kentucky.
He died on October 30, 1932 at the age of 86 years. He is buried in the Graceland Park Cemetery in Omaha (Douglas County), Nebraska. Phelps was a member of the Custer Post (#7) of the Grand Army of the Republic in Omaha.
