Roggy was born on March 28, 1842. He was living in Bureau (Bureau County), Illinois when he enlisted in the regiment on May 8, 1864. He was mustered on June 1, 1864 and served a total of 5 months. He was mustered out of the regiment on October 28, 1864 at Peoria, Illinois.

The 139th Illinois Infantry was organized and mustered at Peoria, Illinois on June 1, 1864. The regiment was involved in action against General Sterling Price’s invasion of Missouri in 1864.

Roggy died in 1933. An exact date of death was not available. He is buried in the Greenwood Cemetery in Hansen (Adams County), Nebraska. At the time of his death, he was the last member of the Harrison Post (#283) of the Grand Army of the Republic in Trumbull, Nebraska.
