Todd was born in Kentucky in August of 1845. He enlisted in the regiment on February 18, 1865 and served about 14 months. Todd was discharged on April 27, 1866.
The 119th United States Colored Troops was organized at Camp Nelson, Kentucky between January 18 and May 16, 1865. The unit was assigned to various points within Kentucky and was mustered out on April 27, 1866.
Todd died on July 27, 1933 at the age of 87 years. He is buried in the Forest Lawn Cemetery in Omaha (Douglas County), Nebraska. Todd was a member of the Crook Post (#262) of the Grand Army of the Republic in Omaha.
