Vetter was born in Germany on May 23, 1846. He enlisted in the 159th Ohio Infantry on May 2, 1864 and was mustered on May 10, 1864. Vetter served a little over 3 months and was discharged on August 24, 1864. He enlisted in the 77th Ohio Infantry on October 13, 1864 and was mustered on January 17, 1865. Vetter served 9 months and was discharged on October 12, 1865 at Brownsville, Texas.

He died on August 17, 1932 at the age of 86 years. Vetter is buried in the Greenwood Cemetery in Lexington (Dawson County), Nebraska. He was a member of the Reno Post (#112) of the Grand Army of the Republic in Lexington.
