Wilkins was born in Mortonsville (Woodford County), Kentucky on January 25, 1843. He was residing in Glasgow (Scott County), Illinois when he enlisted on May 11, 1861. Wilkins was mustered on May 25, 1861 and served about 2 years and 4 months. He was transferred to the Veteran Reserve Corps (VRC) on September 15, 1863. His discharge date from the VRC was not available. The VRC was organized for soldiers that had been wounded, injured, or were suffering from illness. The members were assigned to light duty and allowed for able-bodied soldiers to be assigned to front-line duties.
He died on May 22, 1931 at the age of 88 years. He is buried in the Aurora Cemetery in Aurora (Hamilton County), Nebraska.
