Wiley was born in Illinois on August 8, 1847. He was residing in Joliet (Will County), Illinois when he enlisted and mustered in the regiment on August 22, 1864. Illinois records indicate that Wiley was a substitute and reported for duty on April 10, 1865. He was discharged on June 3, 1865.
He died on January 1, 1933 at the age of 85 years. Wiley is buried in the Jewell Cemetery in Sumner (Dawson County), Nebraska. He was a member of the Reno Post (#112) of the Grand Army of the Republic in Lexington, Nebraska.
