John Milligan was born in Ohio. An exact date of birth was not available. Illinois Civil War records indicate that he was 23 years old when he enlisted in 1862. Based on those records, he was born in 1839. The records from the Scribner Cemetery reflect that he was born in 1840. Another Civil War source (Sons of the Union Veterans) indicates that he was born on February 1, 1841.
He enlisted on August 14, 1862 and was mustered in on October 13, 1862. He served about 14 months and was mustered out on December 19, 1863 due to disability. The 93rd Illinois Infantry was organized at Chicago on October 13, 1862. During Milligan’s enlistment, the unit was part of the Siege of Vicksburg (MS) (May 18-July 4, 1863).
Milligan died on July 31, 1926. He is buried in the Scribner Cemetery in Scribner (Dodge County), Nebraska. He was the last member of the Woodbury Post (#311) of the Grand Army of the Republic in Scribner.
