Plumb was born on August 7, 1841. He served with 3 different Wisconsin units during the Civil War. Initially, he enlisted and was mustered in the 4th Wisconsin Cavalry on July 2, 1861. He served about 9 months before being discharged on April 11, 1862 for disability.

He re-entered the military as a member of the 23rd Wisconsin Infantry on January 4, 1864. He served 18 months and was transferred out on July 1, 1865. He joined the 35th Wisconsin and served an undetermined period of time. The unit was mustered out on March 15, 1866 and it is possible that Plumb served until that time.

Plumb died on May 7, 1880 at the age of 39 years. He is buried in the Stone Cemetery in Wilsonville (Furnas County), Nebraska. The Plumb Post (#204) of the Grand Army of the Republic is named for him.
