Stickland was born in Rochester, New York on September 17, 1830. He was residing in Bellevue, Nebraska when he enlisted in the 1st Nebraska Infantry on July 3, 1861. Strickland enlisted as a 2nd lieutenant and served about 10 months with the unit. Strickland was promoted to 1st lieutenant and adjutant on July 24, 1861. He resigned his commission on April 22, 1862. He rejoined the Union Army as a member of the 50th Ohio Infantry on August 17, 1862. He was promoted to colonel on October 16, 1862 and was promoted to brigadier general (brevet) on May 27, 1865.
Strickland died on March 31, 1878 and is buried in the Prospect Hill Cemetery in Omaha (Douglas County), Nebraska. The Strickland Post (#13) of the Grand Army of the Republic in Hastings, Nebraska is named for him.
