Belknap was born in Younkers (Westchester County), New York on July 30, 1845. He enlisted and was mustered in the regiment on May 28, 1862 at Brooklyn, New York. Belknap served a little over 3 months. He was discharged on September 12, 1862 at Brooklyn.

Belknap died on October 9, 1930 at the age of 85 years. He is buried in the Blair Cemetery in Blair (Washington County), Nebraska. Belknap was a member of the Dix Post (#52) of the Grand Army of the Republic in Blair.
