Clapper was born on January 17, 1846. He was residing in Elkhorn (Walworth County), Wisconsin when he enlisted and was mustered in the regiment. Clapper served about 4 months before being discharged on September 16, 1864 at Milwaukee.
The 40th Wisconsin Infantry was organized and mustered at Madison, Wisconsin on June 14, 1864. The unit was assigned to garrison, railroad guard, and picket duty in the Memphis, Tennessee area.
Clapper died on February 28, 1933 at the age of 87 years. He is buried in the Ainsworth Cemetery in Ainsworth (Brown County), Nebraska. Clapper was a member of the Marcy Post (#257) of the Grand Army of the Republic in Brewster, Nebraska.
