Plopper was born on January 17, 1846. He was residing in Lima, Wisconsin when he enlisted and mustered in the regiment on January 11, 1865. Plopper served a little over 6 months before receiving his discharge on July 29, 1865.
He joined the regiment in the final year of the Civil War. During his enlistment, the unit was assigned to the Siege of Spanish Fort and Fort Blakely (AL) (March 26-April 8, 1865) and the occupation of Mobile, Alabama on April 12, 1865.
Plopper died on February 11, 1933 at the age of 87 years. He is buried in the Grandview Cemetery in Long Pine (Brown County), Nebraska.
