Briggs was born in New York City on January 31, 1841. He enlisted in the regiment on March 15, 1861. He was mustered in the unit on June 21, 1861 and served over 3 years. Briggs was mustered out on July 1, 1864 at New York City.
The 70th New York Infantry was organized at New York City in May 1861. It was assigned to the Army of the Potomac and served until July 1864. The unit suffered heavy losses on July 2, 1863 at the Battle of Gettysburg. The regimental losses were 24 killed and 96 wounded.
Briggs died on March 5, 1927 at the age of 86 years. He is buried in the Knoll Crest Cemetery in Naper (Boyd County), Nebraska. He was a charter member and the last member of the Garland Post (#210) of the Grand Army of the Republic (GAR) in Doty, Nebraska. In addition, he was a member of the Number 66 Post (#330) of the GAR in Hull, Nebraska and the Hooten Post (#338) in Butte, Nebraska.
