Salter was born in Indiana on November 24, 1844. He was living in Van Buren County, Iowa when he enlisted in the regiment on February 22, 1864. He was mustered in on March 16, 1864 and went on to served about 17 months. Salter was mustered out on August 9, 1865 at Atlanta, Georgia.
Salter died on July 15, 1924 at the age of 79 years. He is buried in the Grand Island Cemetery in Grand Island (Hall County), Nebraska. He was a member of the Vifquain Post (#234) of the Grand Army of the Republic in Burwell, Nebraska.
